1. 5384: First Reading and Consideration of Amendments to the Codified Ordinances of
the City of Charles Town with Regard to Part 1 Administrative Code, Article
147 Utility Board
Mr. Hennessy began by reviewing proposed changes to Article 147 that would
alter the process for filling the CTUB Chair during a vacancy in the Charles
Town City Manager position and clarify eligibility for the Board representative
nominated by the Jefferson County Commission (County) to those individuals
who were previously served by the Jefferson County Public Service District
and living outside the municipal boundaries of Charles Town and Ranson.
Mr. George moved to approve the first reading of the ordinance. The motion
was seconded by Ms. Twyford and discussion ensued. After considerable
discussion, Ms. Philabaum move to amend the motion to remove the
proposed language regarding the County’s CTUB nominee. Ms. Petti
seconded the motion and the amendment was approved unanimously.
After additional discussion about the amended motion, Mr. George moved to
clarify that no Director or Interim Director and Chair can be an officer or
employee of CTUB and that the replacement of an Interim Director and Chair
by City Council must meet all the qualifications of the initial appointment. Ms.
Twyford moved to second the amendment and it was approved unanimously.
